Thesis 003/The Management Operating Model
Management Is Becoming an Operating System
The management layer has no design principle.
Senior Fellow to be named. Public draft, emerging confidence. Counterargument on record from Erin Eatough. Review six months from publication.
The argument
Spans and layers were set by the cost of coordination. That cost has collapsed and the structure has not moved. Nobody can say what a manager is for in an automated firm, how many are needed, or what they should be measured on. The system is a management operating model built for the firm as it now runs.
This is the opening argument. It is a public draft: the claim is stated, Erin Eatough has filed the case against it, and the institute is assembling the evidence and the field test behind both. No thesis launches at Strong.
What supports it
Evidence is being assembled. Under the institute's grading, a thesis reaches Developing only on two or more independent sources across tiers, with at least one serious counterargument answered.
Institute, in progress. Emerging.
The strongest case against
The management layer was never a system. Spans and layers follow trust, tenure and politics, and coordination cost only ever described them after the fact.
The thesis treats the management layer as a structure that was designed around a cost and can therefore be redesigned when that cost changes. I do not think it was designed at all. Spans follow who a leader trusts. Layers follow who has been there longest and who had to be given something. Coordination cost is the story organizations tell afterward to make the shape look rational. If that is right, the thesis is naming a symptom, and an operating model built on it will be rebuilt around the same politics within two cycles.
The strong form of this objection would show organizations whose spans and layers moved when trust or tenure changed and did not move when coordination cost did. That evidence would weaken the thesis considerably and we have not gone looking for it. What the thesis claims is narrower than the objection assumes: not that the layer was designed, but that it is now being redesigned, and that nobody has written down the principle they are redesigning it on. Both can be true. The field study on decision rights is the first test that would separate them.
- A field study that fails to reproduce the mechanism the claim rests on.
- A larger sample in which the relationship reverses or disappears.
- A working system inside a real organization that solves the problem without the claim being true.
What follows if it holds
Treat this as a working hypothesis, not a recommendation. It is a public draft at Emerging confidence.
What we do not know yet
- What is the smallest intervention that would falsify this claim inside a real organization?
- Which of the other six problems does this one depend on?
