Theses
The register.
Seven problems, and the system the institute would build to solve each one. Three are argued in depth; the rest publish as the agenda so they can be contested before the work starts. Every thesis carries its evidence, its counterargument written by a fellow who is not the author, its confidence, and the date it will be reviewed.

Open problem
Seven problems, numbered once and never reused. Each names a system the institute intends to build. A problem on the agenda has no thesis under it yet and carries no confidence mark. An argued thesis carries one mark for Emerging, two for Developing, three for Strong. Nothing launches at Strong.
